Do I need a license to baby-sit in Garland, Texas?

I decided I wanted a little extra cash on the side, and I love children, so I made up a babysitting flyer. It states on the flyer that I would be taking care of the kids in the THEIR home, but my brother said I need a license. Is this true? Even if I'm not operating from my home?
