Can towing a car by its rear tires damage a car?

I just saw someone's car across the alley get towed. The front tires appeared to resist being pulled and would spin a little bit at a time. As the driver picked up speed, this resulted in an incredibly loud noise for what sounded like at least a block and left skidmarks on the pavement. Is this normal?
